WHAT IS OASIS CONTRACT?
On July 31, 2013, the General Services Administration released the highly anticipated final RFP for the OASIS contract. The government-wide contract is officially called OASIS. It is administered by the General Services Administration. In order to purchase integrated professional services, agencies utilize OASIS to get management consulting, program management, financial management, engineering, and scientific services under one contract.

The OASIS contracts:
- Provide a single solution to complex problems.
- Multi-domain technical support.
- Acquisition support, both commercial and non-commercial.
- Manage all types of contracts, including hybrid contracts and cost-reimbursement, at the task order level.
- Include ancillary support components, which were formerly known as Other Direct Costs (ODC).
- Provide no program ceiling and five-year base and option periods as an aid to long-term planning.
The Story of OASIS
The GSA created OASIS because agencies were in need of convenient contract vehicles to procure non-IT services. GSA’s Multiple Award Schedules Program allows agencies to procure professional services, however, OASIS differs by using standardized labor categories and by allowing agencies to use all contract types, including cost-reimbursement and cost-plus.
About OASIS Contract

The OASIS is organized into 28 NAICS Codes and 6 NAICS Code Exceptions divided into 7 Pools. There will be one MA-IDIQ contract per Pool. Each Pool is expected to be awarded 40 contracts.
The 7 OASIS Pools cover the following professional services:
- Management Consulting
- Program Management
- Financial
- Logistics
- Engineering
- Scientific
An organization may only submit one proposal. It is possible for a company to submit an application for more than one Pool within the same proposal. As a requirement for qualification in the unrestricted solicitation, a company must have completed 3 Pool Qualification projects in a NAICS Code or NAICS Code Exception that corresponds to the Pool. In order to be eligible for the Pool, you need two projects for your small business.
Requirements for the OASIS contract
Contractors who receive an OASIS Task Order contract will be required to comply with the following requirements:
- A Section 508-compliant OASIS webpage
- The presence at OASIS meetings
- The minimum number of award task orders:
- 5 unrestricted tasks/total value $100 Million
- New Small Business Set-Asides: 3 task orders/total value $20 Million
